The shrug reaction by itself can be seen as a rude gesture. But the much bigger issue is that some people like to abuse it to annoy certain members by spamming it on various posts that they make. 

Putting them on ignore list currently doesn't solve the issue. Also its not just me who thinks something needs to be done about it, if you had looked at the previous two pages, you would have seen that many other members have stated their support on the subject.
