Was Railgun Nerfed?

Hey,

So I don't know if anyone else have noticed but I've recently noticed that railgun seems to have been nerfed??? On top of that I've also noticed odd things about one if its augment: the one a lot of people use: "ELECTROMAGNETIC ACCELERATOR "SCOUT"" augment. For me personally it has been acting weird. I've been playing it the past couple of days, and its base reload as well as the time when you press the button to where the laser comes out seems to be "delayed."

To get more into detail; by the time when you press "space" to the time where the laser comes out: What I calculated was around 2.10 seconds. By the time the gun was done shooting to the time where I can press space again was around the same 2.10 seconds. But back a couple of weeks ago the time where the gun shoots the laser to being able to press space was 4 seconds. Even in the garage it claims "Reload Time: 4.09 seconds." Also keep in mind, my Railgun right now is indeed an MK7-17 gun, so it will shoot and reload faster. And this was without any augment whatsoever, just the regular gun itself.

But when I compared and tried it out with the "electromagnetic accelerator" augment on the railgun, it had very similar results. The period when you pressed "space" to the period where the laser was shot out of the gun was around 1.5 seconds. But than from the period where the laser was shot out of the gun to the period where you can press "space" again, it was around 2.5 seconds. Is there a reason for this???? If you calculated the seconds from the time from where you can press "space" to pressing "space" again was a little more than 4.10 seconds, but with the augment on, similar results happened with the time around 4 seconds.

On top of that this augment does significantly less damage than the regular base railgun with no augment. Could someone please kindly explain why they have the same period where you press space to when the gun actually shoots the laser as well as the base reload time, and yet with that augment it does significantly less damage?
