How do I switch from html5 to flash on mobile?

You can't switch, now all game is maded with HTML5, flash was closed 5 years ago.

I am pretty sure it should be switched automatically since Flash version is discontinued and outdated.

There was a browser called "Puffin Web Browser" that you could use to run Flash on Android. You were also able to play the old Tanki on it, more or less. But yeah, Flash Tanki is gone, so... Flash is outdated anyway by now and it's a security risk to still use it.
