I can see from your profile you only own the "Oracle" drone. This only lets you have 1 type of supply for a period of time.
To use all supplies at once you need other drones such as Brutus, Mechanic, Defender, Booster, Saboteur or Hyperion.
Please also note that each drone is unique and provides specific boosts for specific supplies.

Please read this carefully and buy or upgrade a drone of your preferred play style.

If you want a drone where you can activate all supplies at once without time delay, that would be Hyperion. But this is only available from Field Marshal rank, not yours.
