He capped all the flags seen in these pictures with no deaths/kills

I noticed many people hack just like this, getting flag and capping somehow/?teleporting?

This is a weird hack because e417 is a newbie he's staff seargent if he comes to your base you can just kill him no problem. :roll:

No, I think it´s no hack. I was in situation like these too and I reported them. But I was told that it is a bug.
