That depends on a TON of things from location, to skills of the players.

If at close range Isida would win due to Self Heal and DPS While thunder has a disadvantage at close range with self splash and Reloading.

 

At Meduim or long ranged thunder would win due to the loss of Range with isida

 

So ya, depends mainly on location
