Test server is sometimes open, but it's espacialy for testers.

About that error, I don't know. It still is overloaded today, so that should can be the problem.

You need to try out different test servers, it's open today, but still overloaded. The server which are open, Test2, Test4.

You need to apply for tester then, problably you can't, because you need to speak Russian.
