Every time you change something, there is a 15 minute delay. However that delay only applies to the part that you changed, so if you change your tank, you can also go and change your paint even though you must wait 15 minute to change your tank.

Your ping is the amount of time it takes for a message to be sent from your computer to the server and a reply to be received.

It's definitely not Semyon, the body figure doesn't match. Most of the Developers speak English apparently, but this person speaks it fairly well. We could try to narrow it down by checking who's picture matches the figure.
