Tanki never works perfectly with phones, or tablets, mostly gets 'connection closed by server'. Happened with my phone too, I quit trying to run tanki with it. Even if it does work, you will get such low FPS on it. Try re-installing flash player, or what I recommend, don't play it on phone. It's not gonna work anyway. S4 isn't 'that' good that it would run a game like this without problems.
