While it is true that it's players' own fault if they don't manage their accounts well and a smart player like @GeeVuh can micro upgrade his turret to a certain level, but a player that buys many crystals can fully micro upgrade a complete combo, or two, or even three (perhaps a kit combo they purchased well before the required rank). That is where the big gap forms. Of course players should get something in return for the money they spend, because why else would they even spend money? But I do understand where players are coming from when they complain about micro upgrades giving a huge advantage.

You can try finding it by pressing the Windows key together with the R key, and then type %appdata% in the search field like this: After clicking on 'OK', it will open a map where you can find a map called "Tanki Online". When you open that map, you will see the Local Store map.

Seems like your personal messenger has been disabled, you can enable it again by clicking on your nickname at the top right of the screen, and from there on 'Personal Messenger':

This topic explains how to clear the client's cache. If that doesn't work, I'd suggest trying to reinstall the client, like this: Uninstall the game client. Go to: %APPDATA%/../Roaming/TankiOnline (Copy that location and paste it in the windows explorer's address/location bar.) Delete "Local Store" folder. Re-install the game client.
