If you did hit another tank with a slug that's moving as fast as a railgun's, you're going to cripple the tank no matter where you hit it as long as you hit it.

When your life is low, charge an enemy tank and when you're pressing your tank against his, fire and destroy yourself. Does great damage.

Between those two options, clearly The Mammoth/Shaft M3 is the superior choice. Shaft is not a run and gun type weapon, so your tank's speed becomes irrelevant, except when getting into camping spots.
