I support this. I can't even tell you how many times I've been in battles where there have been mult's and saboteurs. I remember this one battle very clearly, where throughout the 2 1/2 hour battle this one person on my team targeted me the entire battle and continuously pushed me, flipped me with his rail and blocked me from going places, getting the flag etc. I was in 2nd in this battle, and had so much invested that quitting was just not an option. My team won, but barely. I used the /vote command in the first 10 minutes that player had started doing this to me, but a mod never came to my rescue.

:O i never see hacker's in my rank battles anymore, maybe i just get lucky and their never in my battles. But i do have very bad lag spikes that makes it look like people are hacking, but all i do is refresh and it sort's itself out.

No thank you, no battles in my rank in 3 English server's i checked, + there's like no people in them either. All the good battle's are in the Russian server's. Just add a chat translator if possible, that would make thing's so much easier then dividing the communities.
