I say, one gets smart by getting smart themselves, although with the help and influence by others around them such as parents and teachers/peers and so forth. Although something happens when you're born, one might have a higher advantage than some others but nature vs. nurture decides whether you're intelligent or not. Someone getting lucky might also mean that someone was born in a family where education is one of the main goals and therefore is set onto a bright future.
