When using hammer you can hide until you reload, like you do with rail. Who uses heavy hulls with firebird or freeze? If the hammer user has light hull or even medium, the guy with the mammoth/titan won't even be able to reach him sometimes. Imo hammer is a little OP.

^^ If it was a significant difference then rail would become OP.

In my opinion hammer isn't really OP but vulcan is ridiculously OP. High fire rate, impact force and damage. Also, the buring damage is too low and insignificiant. What we haven't had is a 50% sale on paints so we can buy decent paints that protect us against hammer and mainly vulcan.
