It's a good idea but you're basically forcing the players to help improving the game. If those who complain and only put a down vote without saying something shouldn't expect improvements. Now or they say it or it stays the same anyway. In my opinion, this upgrade was needed because there were only a few who actually expressed their opinion.

The idea is good however there can be some players that don't want to reveal their personal information. That should exist but only has an option, players can't be obligated to show their country to everyone.
