Lags are caused due to two reasons: the player's connection problems and server's problems. So if a player's computer lags or uses a software that causes lag, it only affects him, it doesn't jump to others. Basically, no software can make other players lag. But, if a high pinger was shooting at you, and you ran behind cover only to die -- it only means that you would have died even sooner, while you were still standing out in the open, if your attacker had a lower ping.
