Well, the situation you gave isn't so accurate, because you just won't end up face to face aganist a Minotaur user while you have Railgun. You maybe be in Kunger, Noise, Poly etc etc where you can shoot from a range, and there would be no possible need of going close to that Minotaur and fighting it head-on so closely.
