Well, I don't think so they can, and if they could, they wouldn't drop them to 'earn crystals for them self'

The admins have nothing to do with gold boxes, they cannot drop gold boxes in any battles, and yes, there is 1/7000 chance of a gold box to drop in every battle. The admins cannot drop gold boxes, they drop automatically, no-one is controlling the gold boxes.
