The servers are down presently, yes. The problem has been reported. We will keep you all apprised when the servers return to their normal state.

Unfortunately nothing really can be done. If we have no evidence to prove that the player is using any form of third party software, then the player cannot be blocked. Evidence is always required in every instance. However, either way if you see something, record a video and report it anyways. Additionally, you can also toss their nickname in the Game Reports channel to be noted down. Eventually though... time will catch up with them. We will catch up with them and that is that.

If they keep refreshing purposefully for an extended period of time and their actions seem to be negatively effecting their team then, it could be considered Sabotage. However, it would also depend on the circumstances and what is going on in the battle.

Battle Moderators are specially trained to tell the difference. It is not that simple to explain, however, we promise we can tell the difference. If that were the case, the player most likely got punished later on. However, at the end of the day there are so many battles to review and such a small amount of us. Therefore, in the future I would recommend recording a video of the violator (do not violate the rules yourself) and reporting it here. Although, please ensure you read the reporting rules before submitting your report. Moreover, eventually we catch up with everyone and you can tell simply looking at this topic. The topic shows which players we block throughout the week, the reason for the block, and their punishment.

In any given situation where someone is disturbed by the actions of other players in parkour battles, with the exception of hacking/cheating, the players voting would be recommended to create their own private battle and invite their friends and enjoy a peaceful time relaxing with one another.
