TO newspaper comes every week? or every month?

it moslty happens with me when i'm on russian servers, and sometimes in en2 , it says server connection error, it happens like 10-15 times a day which is not normal, now my connnection is proper but the server have bugs!!!, when i'm in battle , the connection closes suddenly without any warning.. plz fix this tanki , cause sometimes in high fund battles , its very annoying
