Rico/Hornet works on Monte Carlo if you're going straight for the flag. With a nitro you can make the jump to the enemy flag shoot the defenders and jump back over. Or you can take the low road, but it helps to have backup.

The "Easter Bunny" post on page 12 #230 made me laugh so hard! Although, the tank in the video doesn't look like the Easter Bunny. It looks more like a Prius with a Turret mounted on top. (Just kidding. It does look a bit compact though...) Seriously though, the tank in the video really reminds me of the tank in the old Neo Geo arcade game Metal Slug. In regards to Rico's shot speed reduction, the answer is to purchase the next mod level. When I bought the M1 I noticed that the shot speed increased almost to what it was before the rebalance. *Edit* i.e. Shot speed of M1 was almost as fast as pre-rebalanced M0. In regards to landing shots on moving targets, it's not too hard except when up against an upgraded Wasp. Especially when the player is adept at maneuvering both forward and backward. I just try to lead my shots ahead a bit more that's all. Wasp is fairly easy to kill unless drugging. I've got to give credit where credit is due. Some players using Wasp just simply have developed good skills at avoiding Rico balls. It makes sense as they constantly face Ricos on the battlefield. As for Rico shots flying over the opponent and not landing, I notice it happens most often when both my opponent and I are both moving. If he is moving and I am stationary then they land better. Just my observation. New med kits? I like them. They actually fill up the life bar. The old kit just replenished a portion of it. JMHO
