Yeah, I always felt like the steering was a hybrid between Mammoth and Hornet. It does better if you stop completely, but if you try turning while moving you tend to skid and go a lot slower. Hunter is a little more reactive to turning, but has an awkward drift to it and can't really react faster. I have a theory that turning speed and turret rotation speed go together, and you can turn faster by simply switching perspective and going that way or by turning both at the same time.

My opinion on this remains this: I don't CARE if you have a GM account, if you left it to come here shut up and enjoy it. Those who are obvious former GMs shouldn't expect anything more than lower-ranked gameplay at the lower ranks. I just came from a Rio on my alt where a Thunder called everyone a "noob". So I sent him a chimichanga with the message "Lower your standards, m8. This is EN 6." on it.

I prefer actually getting somewhere, so Titan is my pick. Mammoth is more notorious, but Titan is a better mount for Railgun out of the two. (Note that this only implies you're crazy enough to want a heavy Railgunning tank. .-.)
