The hitpoints of each hull will be multiplied by 10, after an update. (Damage will also be multiplied by 10, don't worry. Basically the same.) So 199 → 1 600 basically means that railgun's max damage will decrease by 39. To write it more plainly, this would be: 199 → 160 or 1 990 → 1 600 Correct me if I am wrong

I am not certain about the factors which decide the drifting, but you can check it out, here. Worse Better Protection, Price, Lateral acceleration, Turning acceleration, Weight, Acceleration. Top speed, Turning speed, Anti-inertial turning acceleration, Reverse acceleration.
