I know rarities for paints are set up a bit weird. Lemme break it down for you, all paints now have a rarity even if they do not drop from containers. You can check this on the paints page on the wiki by individually clicking each paint link. This paint is one example of this. From what I understand all legendary paints are the animated ones. I'm guessing this paint was given the special rarity because it's not animated and will probably never be obtainable again, thus the expensive price.
