If the player keeps on joining and leaving the battle one after another and constantly keeps on doing that over and over without playing, taking a place from those who want to play and not playing him/herself then yes, that is considered as sabotage. Sorry, we don't discuss such things with players which is why I can't answer your question in details, but one thing is that, once a hacker is reported and the player left the battle, battle mods try to find the player so it doesn't matter whether the hacker left the battle or not.

Topics usually get moved in there once they have been monitored, seen that it is worth moving into the category you have mentioned, not every ''let's discuss topic'' gets moved in there, time can only tell. You can't compare the 2 as the manga is surely far from the anime but the Lizard arc is now over and now the real deal starts. Give it a try, worth it although you might be confused at first. Finally, it is over, now my favorite arc starts and yes, didn't read anything, just have this feeling..;p
