As far as I know it's only a paint which is only obtainable by purchasing the special bundle. This makes the paint unique as it will not be available anywhere else. The paint will not affect anything except the look of your tank. Once the game is released in other countries it will be free for download.

Those are special protection modules which can be obtained only through different ways. They each offer a certain percentage of protection against every turret and mines. The modules are as follows, Spectrum A with 25% [Given to owners of the Champion Paint] Spectrum B with 20% [Given to owners of the Impulse, Silver, Acid, Star or Helper paint] Spectrum C with 15% [Given to owners of the Bronze paint] More information about the modules can be found here: Modules

If you're not from these countries, you can still get an access to the mobile version buy purchasing the special bundle currently available in the shop.
