What if I am the available rank to purchase m2 smokey but my m1 smokey is not 10/10 will I still get it for free? So I have to be the available rank to unlock the m2 looks?

I am currently upgrading my m1 smoky to have m2 parameters it's currently 7/10 will I get m2 for free when it's 10/10 or will I still have to buy it? Please explain in high details please.
