That's because Hopper's default skin is actually ultra, while the default Gauss skin isn't. Paints appear different on ultra skins, they seem to be more detailed. The reason behind it is because of the developers' plan to upgrade all the default skins to a more modern version, like Hopper's default skin for example.

You may have been using the "Corrosive mix" augment for freeze, which cancels the freeze effect.
