Turn off other downloading of utorrent, IDM etc. Close all other applications. Do your windows take more time to refresh? If so, I'd advise you to reinstall your windows.

And before re downloading the official game client from official Tanki Online site, make sure you've completely uninstalled the previous one. Also don't forget to update your anti-virus' virus definitions manually from its settings.
