In flash version, yes you need a Pro Pass to create/join Pro battles. But in the new HTML5, creating and joining PRO battles does NOT require a PRO Pass anymore.

For now players can play with HTML5 or Flash version, there is no need to transfer accounts as both are the same game. when they release the final version, it will become the default for all tankers, and the flash version will be gone. The current version has some missing functions, glitches and gameplay bugs but everything will be fixed with the final version, i am sure it will be better than the current version.
