Kits for crystals are available in every rank starting from Recruit to Legend . Maybe you didn't see one since the chance of getting a kit for crystals isn't as high as getting a kit for tankoins. More info can be found here: Product Kits

I think it depends on the skin they release, first when they released the Ultra hunter skin all hunter augments were legendary and then when they released the ultra hornet skin all hornet augments were legendary and now since the event is about ultra gauss all gauss augments will be legendary in the ultra containers.
