I'm writing this again because I got all mixed up since these updates. Helios had an advantage over the stock version by doubling the projectile speed. I assume you can see the difference between 50% and 100% ? And decrease in energy recovery rate -50% makes helios less attractive, at least for me..

If you played Helios you would know, reducing projectile speed by 50% makes a huge difference.
