By latest map graphic elements you probably mean the 3rd Library, the props used in Crash and Gallery. They are not given out to just anyone. You have to have the privilege to get them. People have obtained these. I have. They are not that hard to get. And who said the dev's were going to make all the maps into the new library? That would be stupid and a waste of time. I made Monte Carlo in the new props as an experiment. I was told by a tester that this was not needed to be done. That maps wont be converted to the new library. Why would I be furious? I'm making maps for the game, to make the game better.

There are now less paints that have no protection. Paints that are unlocked at a lower rank have very little protection and cost very little. That changes as you rank higher and higher. Why would you need to upgrade a paint. It still doesn't make any sense, and it wont to the devs either. There are plenty of paints with a variety of different protections.
