This bug is also present with the Round Stabilization augment.

The winning team in most TJR battles is currently almost exclusively determined by which side is able to get an actual player as the juggernaut first, since the bot-controlled juggernauts simply charge out of cover into the middle of the battlefield and are immediately destroyed. Changing the spawn conditions such that only actual players can become the juggernaut would eliminate this problem entirely, and actually bring some level of competition back into the TJR format.
