fix tesla jammer discharge it's very weak

tesla jammer discharge is very weak before this update ! everyone use his overdrive before i shoot , because they knew i have this Augment At least remove 75% decrease damage to make it worthy like"Electroturret" or The Jammer effect is supposed to reduce half the duration time of enemy Overdrive just think , What's the point of 7 seconds when you hit someone far away by jammer effect?

I have a suggestion that the Armor-Pericing effect can be watched by my team from afar And owners of Realgun and Shaft should benefit from this feature, otherwise it will not be useful Especially for those who own Shaft and Realgun .
