It appears it was the map creator himself wanted the bottom platform to be removed, not sure what would be the reason ? Possibly because the top part wasn't used as a battlefield in favour of the bottom part where most of the stuff happened

Asked him yesterday and it's called Tanki Online New Year Theme what a name It appears he doesn't have permissions to release it (yet ;p)
