Neither. He's a good guy, used to be a troll, but not anymore. He might troll you, but in a jokingly way. Not a spammer either. This topic is stupid, in general. Plus, even though I don't think highly (or lowly, I just don't care) of a specific rule, but there's a rule that states you can make a public topic about a specific member.

and i personaly would add those 2 aswell:

2.6. - trolling (encouraging community members to perform activities that might cause adverse consequences, creating user names or engaging in other activities that might cause conflicts or insult community members);
