The new supply should be duoble charge.By using it,the reload time of a turret become 2 times quicker.

That is exactly like Double Damage. It gives double the damage at the same amount of time.

 

For example.

 

Lets say it takes 10 seconds to reload Rail gun and lets say Rail does 100 Damage per shot, so if you take Double Damage supply Rail will shot 200 Damage in 10 seconds. But if you take the supply you are suggesting, Rail's reload will be 5 seconds, and it will do 100 damage so in 10 seconds it will do 200 damage like the Rail that took Double Damage. Hope you understood.
