However, rewards for reporting will never happen due to the potential ways players would be able to abuse such a system.

RIGHT... However...

Maybe... it would keep logged how many times one user reports or another user is reported on. Etc. By keeping logs... Say a user reports 10x out of a month. 3 of those were against same person while 2 were valid, the other was out of proportion with that one... and 2 others were not related and valid, while the rest were not related but invalid... all in one month, the Mods behind the scenes can see the history of said person reporting. Maybe at some time or another, using the chat in the forum section (sense our Forum names are attached to our in game screen names) the moderators can bring up in PM "hey we notice you have 10 reports last month, 1/2 were illegit, and half those related to same person your reporting, consider this a warning to back off" etc etc. Even avoiding direct punishment unless he gets more excessive... maybe by keeping track of legit reporting vs illegit... you start to develop which users are "trustworthy" in the community!

Say an open volunteer community rank could be "Peer Monitor" and after so much time of developing "Trustworthy" status, a user can become a Peer monitor, with no rewards... just a symbol near his name that allows him to stand out in the forums as a Peer Monitor, and others can recognize him as a Trustworthy user.

This is used on Steam platform which recognizes users for time they been on the community, and how many times they helped out on threads, and how many total threads they contributed to, etc. Higher "trustworthy" status on the Steam Community earns users a Community Ambassador community rank.

Ultimately?? You guys often offer Job Promotions to users for monitoring the threads, and Game chat, and lobby chat... so who better to recruit for those positions than those who already shown they built up their loyalty?? I mean, I know you keep track how many infractions go against us, but this also allows the  hierarchy above to weigh what they contributed to the community vs what they cost against the community. So as others develop their level of trustworthiness, you'll have a lot of users who are openly marked as Peer monitors but really mean nothing, and from those people, you promote within.

Also I was going to suggest... as people reporting someone else... instead of just flagging somone comment for review... Maybe Screenshot with auto save that screen shot the moment someone comment is Reported according to what the user sees when he reports. So say when Bozo says "blah blah" and Rudolph didn't like it, and reports Bozo comment, at the time he hits Report it screenshots what Rudolph sees, unbenownced to him, and instead of seeing the "blah blah" comment, the mods will see the CONTEXT that comment was used in! Thus, allowing the Mod's to better investigate each complaint. When said user reports Bozo comment multiple times, different lines in chat, each having a different screenshot... the Mod investigating those could see altogether the many reports, overlapping some comments, and get idea of how an entire conversation going... Maybe it's happening in a battle over course of 10 minutes and the investigation shows instead of Rudolph reporting a bad comment, you see he is antagonizing Bozo and pushing his buttons and only last min of fight Bozo gives in to the antagonization and says something to the dismay of Rudolph wanting to complain... now the Mod knows who the real Antagonistic is, and the proganistic.

RIGHT... However...

Look, this whole wall of text you wrote here is pretty much pointless, since the administration doesn't want to do anything that would encourage reporting violators on the forum. They say that the current system is ineffective and instead of reporting serious violations, a handful of players use the forum as their personal ban service, where they can provoke players into insulting, take screenshots and report them for ban.

And there sure as hell won't be any rank that a player would get for reporting. The Steam ranks you mentioned are given to users for being helpful, not for getting others banned. Besides, you may not be aware, but by reporting violations on the forum you aren't helping the community, but are instead simply holding back chat mods and forcing them to sit on the forum and process violation reports, instead of working in chat real-time, which is a much more effective use of their efforts.

As for your idea in the last paragraph, it was already suggested in this topic and rejected by our chat administrator for the same reason - they do not want to make the reporting feature any better or easier to use.

players should have a report key just like supplies e.g #9

by pressing this it would put a pop up for the player to fill in basic information about the incident and person(s) involved  this information would be copied to  a duty moderator who would look online to catch the perp in the act.

I would envisage that once cheats realised that they would be discovered immediately, it would discourage most very quickly. After a short time I would suggest that the moderators wouldn't need to monitor the game as the possibility that they might be called in at any moment would be a deterrent.

To prevent abuse, false reporting could have a sliding scale of punishments starting at 1 hour ban for 1st offence and doubling for each subsequent offence.

I feel that an easier and more immediate method of reporting cheats and game spoilers is needed as not everyone (myself included) is an online video wizard or has the time to make vids of offenders.

The chat violations section no longer exists, and chat helpers encourage players to instead block and ignore specific players, if their messages annoy or offend you.

Idea invalid. Closed.
