why not instead of making it hard to aim the turret, give it a scope where you have an aerial view focused around a player.  The gunner could pick his target but if there is a building in the way etc. it will hit the building.  The turret would be locked at a certain angle, maybe 45 degrees from horizontal.  to further balance the weapon the reload time could be very high (highest in the game) and the bullet speed could be made very slow. That way tankers can take advantage of the whole idea of artillery which is to shoot unseen foes and support allies.  With the idea as it is right now I think it would almost never be used more of a novelty than a real practical weapon.  in the real world you call in artillery by giving coordinates, then they aim and fire, it could be minutes before a shell hits.  The guns are way back at HQ and without the scout to guide them they are useless.
