Basically, the cheapest paints unlock first, and like turrets and hulls, the price goes up along with rank.

The reason why expensive items are offered at a lower rank is that some buyers may like to have them, and do not like to wait, and can afford not to wait - and will therefore spend money on that item (buy crystals > buy paint with crystals).
Your idea works against a way to finance the game - finance it for all players.

Is is different, but I do recall an idea for this being posted shortly after the paint separation update.

Pros:

Paints are easier to buy, as crystal income becomes larger with ranks

It would give lower ranks the ability to get 'new' paints

Cons:

If someone has a 100k paint, what would happen to it?

Could be a bit of a silly move, as the economy has changed so much in the past year and a half.
