Doesn't seem that rare to me. I've gotten it a handful of times since it started appearing. What I can tell you is that every time it appeared, the trigger was having exactly 20,000 crystals and 125 Tankoins in the piggy bank. 

 

Here is the first one I ever got. Every subsequent one gave the pop up with 20,000 crystals and 125 Tankoins in the bank.

Hello. The piggy bank is filled only with Android, if you play with other clients, it is not filled. 2) it is filled in from the performance if I'm not mistaken. ie the more points the better
Piggy Bank is replenished depending on the activity of the player in battle, you need to play to earn points and is in a battle to completion ( if released in the middle of the battle, the Treasury not replenished), the more points in the battle the more falls in the piggy Bank, win buns in the Treasury falls more
The piggy bank falls on luck(that is, on randomness).

Prefer more and more information, but if don`t have and you want to lock, you can lock the thread... Not a problem... Actually i want to know how times in month average you can get piggy bank called secret piggy bank for half price and is it possible to get festive piggy bank as secret piggy festive bank and get these 300 tankoins and 30 000 crystals for half price in real money, but if nobody knows or don`t want to share information and you or other mods want to lock is ok to lock the thread, no problem...

I don't think anyone would want to share the information, I think they just don't know exactly like you.
