Magnum Automated gunpowder loading mechanism alteration, why it even exist?

I'm confused about what does this alteration benefits to you! What I know is that it's supposed to increase fire rate (but idk what is fire rate) and apparently it got nerfed with when u use that alteration with viking overdrive and I know that the angle elevation is 12 degree. Can someone explain me, because I think this alteration needs rework

This augment as per the Wiki information, this augment allows the user to change the turret Vertically instead of the Horizontal rotation meaning you can change the Angle of elevation at which you can shoot, gaining you the advantage of staying behind corners and buildings and still able to target and hit enemies.

Secondly, its rate of power accumulation is high, meaning you can quickly charge up your turret to shoot the enemies, although the significant reload after it is 10% more.

nikunj04's answer is accurate, but I wanted to add that more broadly, the purpose of this augment is to let you repeatedly send off high-power shots - most likely 100% - from a safe place far from enemies. When you're charging up a lot each time, the faster charging makes up for the longer reload, giving you the advantage of shooting long shots faster.
