Micro-upgrades and Major upgrades

Why is it that if I don't fully micro-upgrade a certain weapon to lvl 10, I do not get the next major upgrade for free? For example, I am at General now. But my Firebird is at lvl 6-6. When I reach Marshal, if my firebird isn't at 6-10 yet, I won't be able to get Mk 7 for free and I have to pay for the full price of the turrent. This makes no sense. Shouldn't there at least be a discount?

At the lower ranks, if you to Micro-Upgrade something, you should commit your Crystals to it. You have much time before the rank you unlock it next Modification. If you spend your Crystals elsewhere thinking you can continue to MU it, you are at a loss.

Think of the next Mk rank as the due date, and you procrastinated your upgrades on your gear. No credit given there.
