Shot effects are something which are exclusive as a separate item, being able to buy them at a cheap cost reduces its rarity and uniqueness,  a person would be able to buy all of them with no worries and problems at all, and the Ultra container reward would become useless.

I'd like to see cosmetics be purchasable in a larger, more thorough Showcase, but 1000 Crystals is way too small of a price tag. I feel like they'd be sold for Tankoins.

I agree, maybe some shot effect could be purchasable and others container exclusive, just like paints are.

This could be in a way, because shot effects are already in the bundles for most of the turrets, hence selling them as sole objects would not be feasible and would rather be a downfall in the economic and rarity condition of shot effects.
