It says almost 50% of tankoins will be added to the pool.  Whose pool it will be added? Does that means, the buyer will get the 50% of the tankoin back ?

It means that the selected number of tankoins will be added in the Tanki fund pool, and no, the buyer won't get back the tankoins. 

Let's say I buy the 19k bundle, then the total of my 19k tankoins will be spent, but it will add "8k tk" to the pool.

So if you buy any bundles, you have contributed to the pool from which you can will a lot of great prizes along the way or be the winner in the fund Draw and grab 8k tk in the end. Good luck ^^

Basically you buy any of the 3 bundles, and thus you contribute to the pool, as the pool fund rises i.e. more players buy the bundles, you have a chance to win great prizes.

And at the end of the pool, a draw will be held amongst the players who participated in the fund, and if you win, you have a chance to win a lot of tankoins.

It is an assurance that if the fund reaches a certain level, for example many people contribute, and it reaches level 8, then you will obtain 2 skin containers and 1 free module slot, and lots of Ultra and normal containers. It is a chance in the draw which will be held in the last of the event.
