Multiquestion Question Regarding the "Challenge Accepted" Event

I am asking on the behalf of someone who does not want to use the Forum. If someone is able to provide accurate information/answers this query, it will be extremely helpful. @Marcus Sorry for the ping, but further analysis and info would be genuinely helpful.

 

For the Challenge Accepted Tracker Event in-game, we see a leaderboard of who has the most stars. Whoever gets the MOST stars will obtain the Crisis XT Drone.

These questions are important because there is no information elsewhere regarding this issue. Someone may try to go for it, only to be scammed by someone else also chasing the item.

1) How often is the Top-100 leaderboard updated?

2) How is the Crisis XT Drone ACTUALLY distributed?
Let me clarify what I mean. For example, Tanker 1 has 5000 Stars. Tanker 1 has been #1 on the leaderboard until the last day. The challenge ends, BUT the board has NOT updated, and it still shows Tanker 1 as #1 with 5000 stars.

Now here is Tanker 2. Tanker 2 is a random player who bought Stars at the last moments of the Challenge, and surpasses Tanker 1. 
Tanker 2 has 6000 Stars. 

Going back to the first part, we see the board has not been updated and it shows Tanker 1 is in first with 5000 stars, which actually isn't true. Who gets the Crisis XT Drone?

The person last seen first on the board, which is Tanker 1? 
Or the person who really has the most stars before the challenge ended but is not displayed, which is Tanker 2?

Or is it none of the above. The leaderboard will update one more time - POST Challenge end, to show the results?

3) Is the deadline for deciding winners of the Top-100 prizes EXACTLY when the Challenge ends?

It doesn't matter for how long you have been #1, if someone surpasses you he's ahead and he wins the challenge.

I'm pretty confident that the devs are competent enough to make sure that the player with the most stars at the end of the challenge, not before or after, gets the drone. Everything you earn (including stars) is logged, there is no way they could screw this up.
