The ability to change the avatar on the Forum to your own would be really cool, it's like that in most games and forums, and there's no such option here.

I remember once writing something like to change the avatar at all, but here it's about your own, e.g. with a favorite Drone, your dog, etc.

This would most likely never happen or be an option, due to the excessive amount of moderation needed to imply all players are following our rules and guidelines. Although, there already is an option to change your avatar, and maybe instead away around your idea would be for the Design team to make more options so the majority of players can choose the ones they prefer.

Number of active players here is very little, it can easily be moderated.

I like the idea, but there was a similar topic on Polish Forum made by Polski_Gracz_2 and it also got declined. The polish forum moderator Tyson said inter alia  that regulations in this case would be violated repeatedly. He is right in a half. What if some of the avatars may break copyrights or contain obscene content? Maintaining order would not be easy. And that would cause a lot of problems.  Also, how the reporting system would be like if somebody got caught on having avatar that breaks rules( If that system would even exist)? Screenshots or videos could be processed easily to show something that show violations of the regulations to eliminate somebody "inconvenient" who for example write feedback which would annoy many people or writes something provocative or simply somebody who write opinions, which a huge part of community doesn't accept or like at all.

Well, the Idea isn't bad, I would say it's a fun one, but there are many disadvantages that won't let the idea be accepted.

Better to be safe than sorry.

NO - There can be a pre-approve. Very easy.  I play a game which have similar community to Tanki size. They allow you to upload a picture of your own but it get pre-approved.

But as I stated before like a year, I believe the reason is.. Some players see a picture of themselves as normal, but tanki may refuse it due to the children who play the game. The person who try to upload the picture (let's assume with bikini) will be angry and consider this as unnecessarily sexualizing them.  Thus, Tanki don't want any problems.

Who would? I think their explanation here is reasonable enough. It'll be more troublesome than its worth to have such a feature around by the sounds of it.

After passing the check and proving that you have an avatar within the rules of the forum, players can change it afterwards to break the conduct. Thus the regular moderation of evey active profile on forum is not possible, and would result in decline in the  actual topics moderation being done overall.

This Idea has been suggested multiple times in the past.

I think it would be better if you send in an application for a Customised avatar, then if it gets approve it gets added to the forum avatar cluod so everyone can use it.. but then it is just me
