I was on a bandit side and i had collected almost 30 bullets and after changing to sheriff they all reset, why isn't there a warning for that and no information about this ?

There isn't a warning within the website or the game's shop itself, but the announcement for the event stated this.

When  considering participating in these events, always remember to read through the entire thing. If there is something you are unsure about, do not be afraid to ask around, whether it be the in-game chat, here on the forum, or on Tanki's Discord server. I recently read that all the bullets will be transferred if i change the faction. Now i cannot find this information, perhaps it was just changed ?

this is what i read, how can the explation differ from the other one? Perhaps a mistake from the thread maker?

• When changing the faction, the bullets are transferred to the new faction with the player.

So what does the sentence saying when changing the faction, the bullets are transferred mean? I didn't read the whole thing as soon as i saw this message i instantly decided to switch to the other party whilst having around 30 bullets

When you change your faction, all the bullets you had will go to the team you just changed (as in the total bullet accumulated by the whole Bandits/Sheriffs)
But the bullets you accumulated as the individual progress will be reset, and all the missions will be incomplete 

"As the faction changes, the individual progress of the player is reset to zero. The bullets earned before the change of the faction do not count towards the individual progress of the player, and the completed missions are yet again marked as incomplete. "

SO you may have to redo all the missions from the start to get back your 24 bullets, but since today was the last day and there is only 5 hours remaining, you can not finish them. 
But hey look on the bright side, you will get Hunter/Freeze LC and Pulsar augment, you only missed out on few supplies, containers stars and augments.
Hope that next time you will read through the whole rules, and maybe ask few people in the forum before doing such things.
