I was thinking about adjusting a policy

Declined 

These policies are solely decided by the Marketing team along with the line of Developers, I don't believe they require input from players as of now.

Are you talking about monetary refunds for purchases, or the section rule for not accepting refund ideas?

The former is most likely because of complications with refunding payments. I'm not a lawyer, but, based on my understanding, if the purchase is classified as a "donation", then there is no way for the buyer to claim that the seller failed to uphold their end of the deal. So you're not buying a pack of 500 tankoins. You're donating money to the developers, and developers are rewarding you for it with some tankoins.
Since there are no physical goods are involved, the buyer cannot claim that the items they bought are defective or faulty. Also, the EULA says that the users don't own their accounts or the items on them, and developers reserve the right to make changes to any item on any user's account at their own discretion.

If you're talking about the I&S rule, then keep in mind that refunds are not forbidden by the game, but we just don't accept ideas for them. Refunds do happen sometimes, as evident by the recent removal of drones with a crystal refund. But developers know that players would always prefer to have the option to refund any item they consider useless, so giving ideas for it provides no useful input. The inability to refund items is an essential part of the game's economic balance.

Unfortunately, that's not an option. In the EULA, which you agreed to when creating your account, the following is stated:

20. Purchase of Digital Content
20.1. Listing and pricing of any Digital Content is at the Company’s sole discretion and can be changed at any given time. The User acknowledges and agrees that the Company may engage in actions that may impact the perceived value or purchase price, if applicable, of Digital Content or Tankoins at any time, except as prohibited by applicable law.

20.2. The Company shall not be liable for the reception and/or processing of the User’s payment(s), including for any delays which may occur or any failure of reception. All payments made by the User are voluntary, definitive, and non-refundable unless otherwise provided herein, or as it is required under the applicable law.

Therefore, as I said above, all payments made in Tanki Online are non-refundable donations.

In cases involving the use of real money or any monetary transaction, it's important to know the rules concerning the same, Maf is not doing it for the first time, and I'm sure Black Pearl isn't the first to query about refunds, this type of stuff you learn through experience.
